[Done] pilight config read access for all

With further dev of a python extension for pilight I have to access the config/setting files to read in parameters like "webserver-port".

With my current installation I found those files have root owner and no permission to read with normal python programs. No question I can reset with chmod, but how is the general setting with the normal/master installation?
I would like to see a "r" for the normal user installation.

Maybe I miss something?
